The Sangkom Police Station, Nongkhai, Enforced Policy and Cracked Down on Dog Trade by Calling WTD to Arrest Two Dog Snatcher Trucks, Rescued 20 dogs from Meat Trade
After a meeting on the Policy of Dog Trade Suppression at the Phuton Police Station on January 23, 2014, a Police Colonel from the meeting called for a tough crack down. On January 24, 2014 at 4 pm. under the management of Pol.Col Sombat Natamploy of Sangkom police station and Pol. Col. Chawalit Wootpek from The Unit of Suppression of Transnational Animal Trafficking region 4, Police and Crime Suppression of Natural Resources and Environment (NRD police), Watchdog Thailand stopped and confiscated dog snatching trucks and were able to save 20 dogs. Ten of the dogs were put inside grain sacks on a white Toyota Vigo pickup, license plate Reg 8649 Nongkhai. The other 10 dogs were also inside sacks on a second white Toyota Vigo pickup, license plate Reg 8173 Nongkhai. The arrest was made on a total of two vehicles at Baan Paak Som, Pah Tang, Nongkhai province. The two offenders also arrested are:
1. Mr. Wijit Udomchai, 39 years, address: 106, section 2, Kogkon, Tah Boh, Nongkhai province.
2. Mr. Kriengsak Udomchai, 59 years, address: 26, section 1, Kogkon, Tah Boh, Nongkhai province.
From investigations, officials say the dogs were bought in a neighborhood trade, from 100 – 200 bath per dog. They were to be transported to a trader in Tah Raw, Sakonakon province to be slaughtered and sold locally while the skin was to be collected for export. Many of the dogs were weak and were believed to have been traded for many days. The Domestic Animal officials in Nongkhai province have been contacted and the dogs will be examined and sent to an animal detainment shelter in Nongkhai for care. The arrested drivers are charged of dog trafficking without permission, transporting animals without permission, and animal cruelty. Investigators are searching for the owners of the animal lockup area and slaughterhouse in order press charges.

หลังเสร็จสิ้นการประชุมมอบนโยบายการปราบปรามการค้าสุนัข ที่กองกำกับการตำรวจภูธร ภาค4 เมื่อวันที่ 23 มกราคม 2557 ที่ผ่านมา
เจ้าหน้าที่ตำรวจระดับผู้บังคับบัญชาผู้เข้าร่วมประชุมรับนโยบาย ก็ได้ออกปราบปรามจับกุมอย่างเข้มแข็ง และในวันที่ 24 มกราคม 2557 เวลา 16.00 น. โดยการอำนวยการของ พ.ต.อ. สมบัติ นาแถมพลอย ผกก.สภ.สังคม และ พ.ต.ท.เชาวลิต วุฒิเป๊ก รองผกก.สภ.สังคม จังหวัดหนองคาย หน่วยเฉพาะกิจปราบปรามการค้าสัตว์ข้ามชาติ กก.ภ.4 กองบังคับการปราบปรามการกระทำผิดเกี่ยวกับทรัพยากรและสิ่งแวดล้อม (บก.ปทส.) และ WDT ได้ทำการจับกุมรถเร่แลกหา รวบรวมสุนัข พร้อมตรวจยึดของกลาง ได้สุนัข จำนวนรวมทั้งสิ้น 20 ตัว โดย ถูกบรรจุอยู่ในกระสอบ 10 ตัวภายในรถโตโยต้า วีโก้ สีขาวหมายเลขทะเบียน บท 8649 หนองคาย และ อีก10 ตัวบรรจุภายในกระสอบหลังรถ โตโยต้า วีโก้ สีขาวเช่นกัน หมายเลขทะเบียน บท 8173 หนองคาย รวมรถยนต์ของกลางจำนวน 2 คัน
เหตุเกิดที่ บ้านปากโสม ต. ผาตั้ง อ. จ. หนองคาย พร้อมจับกุมผู้ต้องหา 2 คน คือ
1. นายวิจิตร อุดมชัย อายุ39 ปี อยู่บ้านเลขที่ 106 หมู่ที่2 ต. โคกคอน อ. ท่าบ่อ จ. หนองคาย
2. นายเกรียงศักดิ์ อุดมชัย อายุ 52 ปี อยู่บ้านเลขที่ 26 หมู่ที่1 ต. โคกคอน อ. ท่าบ่อ จ. หนองคาย
จากการสอบสวนของเจ้าหน้าที่ ทราบว่า สุนัขดังกล่าวได้มาจากการตระเวนแลกซื้อทั่วไปในหมู่บ้านราคาตัวละประมาณ 100 – 200 บาท เพื่อนำส่งให้พ่อค้าในพื้นที่ ต.ท่าแร่ อ.เมือง จ.สกลนคร นำไปชำแหละส่งขายในพื้นที่ และรวบรวมหนังเพื่อส่งออก สุนัขส่วนใหญ่มีสภาพอ่อนแอ เชื่อว่าได้มีการแลกซื้อมาหลายวัน ซึ่งได้ประสานทางเจ้าหน้าที่ปศุสัตว์จังหวัดหนองคาย มาตรวจสอบนำส่งไปดูแลรักษาที่ด่านกักกันสัตว์หนองคายต่อไป ส่วนการดำเนินคดีได้ตั้งข้อหาคนขับรถ ทำการค้าสัตว์ (สุนัข) โดยไม่ได้รับอนุญาต เคลื่อนย้ายสัตว์โดยไม่ได้รับอนุญาต และทำการทารุณสัตว์ พร้อมเร่งสอบสวนขยายผลหานายทุนผู้สั่งการ แหล่งพักขัง และพื้นที่ชำแหละ เพื่อดำเนินคดีตามกฎหมายต่อไป
